Capability Development Programme for Office of Vocational Education Commission (OVEC)

Thailand

Capability

This was a capability development programme to enhance the pedagogical competence of vocational teachers under OVEC, equipping them with relevant pedagogic knowledge and skills.

About the project

Project Scope:  ITEES implemented a TVET Master Trainers Pedagogy Programme (MTPP) to enhance the pedagogical competence of vocational teachers, equipping them with relevant pedagogic knowledge and skills.  The MTPP was implemented in two stages where Stage 1 was conducted in Thailand and Stage 2 was conducted in Singapore.

Stage 1 – 1 week in Thailand

Stage 1 aimed to equip the Master Trainers with the knowledge and skills to design and deliver theory and practical lessons that promote greater student engagement.

Post-Stage 1 – 9 weeks in Thailand

Post-Stage 1 was a 9-week practicum where the Master Trainers were required to carry out student-centred learning in at least 2 lessons at their own institutions and reflected on the lesson(s) to draw out the strengths and knowledge/skills gaps for more effective adoption of strategies for engaged and student-centred learning.

Stage 2 – 2 weeks in Singapore

Stage 2 covered 2 modules which aimed to equip the Master Trainers with knowledge and skills to adopt student-centred learning strategies to promote greater student engagement in collaborative work, and to equip the Master Trainers with the knowledge and skills to identify the professional competences (Technical, Methodological, Sociological & Personal Competences) and adopted student-centred learning strategies to promote integrated and authentic learning of professional competences.

Impact & Outcome: In Aug 2017, ITEES completed all 3 runs of MTTP for a total of 90 trainers who in turn trained another 395 trainers through a series of Post-Training Sharing Workshops held in Thailand. The aim of these workshops was to cascade the learning to benefit other participants who did not attend the programme conducted by ITEES in Thailand and Singapore. Through this capability development programme, OVEC trainers had made improvements in TVET delivery and pedagogic approaches. They had also developed new instructional resources and adopted relevant pedagogic skills in the delivery of lessons.

This programme was co-funded by Temasek Foundation, Singapore.
